In 2026, Ukraine plans to build 113 shelters in general secondary education institutions across 22 regions. The government has already allocated nearly 5 billion hryvnias in subsidies, according to information from the Ministry of Education and Science.

According to the Ministry of Education and Science, funding is being provided in stages. In the first stage, 2.04 billion hryvnias were allocated for 30 projects, primarily in communities with a high level of security risk and in military lyceums. An additional 230 million hryvnias were directed to complete 22 projects that were already over 60% finished.
The latest government decision approved funding for another 61 projects totaling over 2.73 billion hryvnias. Of these, 29 facilities will be implemented in communities with a high level of security risk, 28 in communities with moderate and satisfactory levels, and one in a community with a very high risk. Funding is also provided to complete three projects that were started last year. Thus, this year’s subsidy covers 113 shelters in schools across Ukraine.
The most shelters will be established in Sumy (13), Odesa (12), Rivne (10), Kharkiv (8), and Kyiv (7). At the same time, no shelters are planned in Transcarpathia.
