Rivne City Council Responded to the Petition for a Ban on Loudspeakers of the UOC MP

The electronic petition in Rivne, which called for a ban on the Ukrainian Orthodox Church of the Moscow Patriarchate (UOC MP) using sound amplification equipment during worship services, has been reviewed.

According to the received response, local government bodies operate within the limits defined by the Constitution and laws of Ukraine and do not have the authority to prohibit the activities of religious organizations outside the framework of current legislation.

Additionally, Article 182 of the Code of Ukraine on Administrative Offenses provides for liability for violations of requirements regarding the maintenance of silence in populated areas and public places.

The Rivne City Council has sent a request to the State Service of Ukraine for Food Safety and Consumer Protection, as well as to the Main Department of the National Police of Ukraine in the Rivne region and the military unit 3055 of the National Guard of Ukraine. This request concerns taking responsive measures within their authority, particularly monitoring compliance with Article 32 of the Law of Ukraine “On the Public Health System.”

Furthermore, to adequately respond to the issues raised in the petition, the City Council has reached out to the Rivne Diocese of the Ukrainian Orthodox Church, requesting adherence to the requirements of current legislation when using sound amplification equipment during worship services.

According to available information, the religious organization has ensured full compliance with the specified requirements, taking into account the rights and legitimate interests of the residents of the Rivne City Territorial Community.

In light of the above, the issues raised in the petition are regulated by ensuring compliance with the requirements of current legislation by all parties involved.

The Rivne City Council, within its authority and in accordance with current legislation, has taken all necessary measures to implement the petition,” the official response stated.
