The Antimonopoly Committee of Ukraine Fines Companies for Collusion in Tender

The Antimonopoly Committee of Ukraine uncovered collusion between two construction companies during a tender for the capital repair of a polyclinic in the village of Dyadkovychi in the Rivne region.

For their coordinated actions, both companies were fined and banned from participating in public procurement for three years.

This decision was made on May 29 by the administrative board of the Western Interregional Territorial Department of the Antimonopoly Committee. During the investigation, it was revealed that the participants in the bidding coordinated their actions during the preparation and participation in the procurement, which led to the distortion of its results.

The tender was announced in 2022 by the Dyadkovychi Hospital with a palliative care center. The procurement concerned the capital repair of the polyclinic building, which included roof replacement and facade insulation. The expected cost of the work exceeded 3.4 million UAH.

The bidding involved LLC “Vinart Trade” and LLC “Construction Company ‘Zakhidmiskbud’”. The second company won, offering to complete the work for 3.47 million UAH.

The Antimonopoly Committee recognized the actions of both companies as a violation of legislation regarding the protection of economic competition, which led to the distortion of the bidding results. Each company was fined 68,000 UAH, and for three years they will not be able to participate in procurement procedures.
