Employees of the State Bureau of Investigations, with the support of the National Police, have detained the head of a division at the regional center of one of the military units in the Rivne region.

According to the investigation, he organized a scheme for the illegal transfer of military personnel to rear units. It was discovered that he began his illegal activities while serving as an officer at the Dubno District Territorial Recruitment and Social Support Center.
To implement his illegal plans, he used connections with doctors from various medical institutions. Initially, the officer referred soldiers for treatment, and then facilitated the issuance of fake medical documents regarding their health status. Based on such conclusions, individuals were declared fit only for service in the rear.
The cost of such a “service” started at 5 thousand US dollars, depending on the soldier’s place of service and the complexity of establishing the necessary diagnosis.
On February 19, 2026, DBR employees detained the official while receiving part of the agreed sum — 2.5 thousand US dollars. According to the preliminary agreement, he was to receive the remainder on a bank card.
The head of the division was notified of suspicion under part 3 of Article 369-2 of the Criminal Code of Ukraine — receiving unlawful benefits for influencing the decision-making of a person authorized to perform state functions, combined with extortion. The court chose a preventive measure in the form of detention with the possibility of bail.
The sanction of the article provides for up to 8 years of imprisonment.
