In Rivne Region, a Military Commissariat Beat a Man Who Was Exempt from Mobilization

A pre-trial investigation has been initiated under Part 1 of Article 125 of the Criminal Code of Ukraine (intentional minor bodily injury).

On February 27, around 5 PM, a woman contacted the police to report an unknown man who had sustained bodily injuries and had been sprayed in the eyes with a gas canister. The incident occurred in the village of Klevan, on the highway “Ustyluh-Lutsk-Rivne.” According to the applicant, the victim refused to call an ambulance.

A patrol police crew arrived at the scene and called an ambulance for the 41-year-old local resident. However, before the medics arrived, the victim formally refused to file a report and declined medical assistance.

The man reported that employees of the Military Commissariat approached him and asked to see his documents. Despite having a deferment until July 2026, he refused to present his documents, believing that only law enforcement had such authority. In response, the Military Commissariat employees sprayed him in the eyes with a gas canister and placed him in a van. After it was clarified that he was exempt from mobilization, he was released.

After the incident, the 41-year-old resident of Klevan asked the patrol officers to take him home, which they did.

On the same day, around 7 PM, the victim called an ambulance. According to preliminary data, the medics diagnosed him with a bruise to the chest and lower back. The man was taken to the hospital for further examination.

On March 4, the 41-year-old resident of the village of Klevan approached the Police Department No. 1 (Rivne) and filed a report about the bodily injuries he received from the Military Commissariat personnel. As part of the open criminal proceedings, the investigator handed him a referral to the forensic bureau.
