On May 30, 2026, around 5:30 PM, an incident occurred in the city of Sarny involving Ruslan Pavlovych Pharaoh, a 1965-born retired major and veteran of the Afghan war.
Ruslan Pavlovych was riding his bicycle when he was stopped by unknown individuals not in military uniform, who began demanding his documents. He asked them to identify themselves and show their service IDs, after which he started recording the events on his phone.
One of the men identified himself as Andriy Pavlovych Pryharsky. After that, they demanded that Ruslan Pavlovych hand over his phone and delete the video recording.
If he refused, they forcibly shoved him into a white Renault Duster vehicle, where they sprayed a gas canister in his eyes and began to strike him. The man was subjected to threats and insults.
According to his daughter’s account, he was taken to the Sarny District Military Registration and Enlistment Office.
Physical and psychological violence continued on the premises of the Military Registration and Enlistment Office. Ruslan Pavlovych spent about two hours there, during which he was beaten, choked, intimidated, and forced to sign documents regarding alleged alcohol intoxication and lack of claims.
“During his time at the Military Registration and Enlistment Office, they reviewed his personal file. Upon learning that he was a retired major and a veteran of the Afghan war, they used this to humiliate him and make unfounded accusations. Ruslan Pavlovych was called a ‘Russian agent’ and his military past was derisively mocked,” the woman noted.
After his “detention” at the Military Registration and Enlistment Office, Ruslan Pavlovych was hospitalized. Doctors, police officers, and forensic experts recorded the following injuries:
- fracture of four ribs;
- pneumothorax;
- traumatic brain injury;
- characteristic signs of strangulation on the neck.
The man underwent surgery and is currently receiving inpatient treatment under medical supervision.
