In October 2025, residents of the Rivne City Territorial Community will be able to take advantage of the recalculation of housing subsidies for the 2025–2026 heating season. The amount of the subsidy will depend on income, charges for utility services, and current tariffs.

Not all residents need to apply for the assignment of subsidies, as an automatic recalculation will be conducted for households that were assigned a subsidy during the non-heating period of 2025, even if its amount was zero hryvnias.
Thus, citizens who are already receiving a housing subsidy or had a zero subsidy during the summer period do not need to apply again.
However, new applications must be submitted by those who:
- previously stopped receiving a subsidy and used a benefit for housing and utility services during the summer period, but now wish to receive it again;
- have changes in the composition of registered individuals, social status, or other circumstances affecting the assignment of the subsidy.
For the assignment of a housing subsidy, the following individuals can apply:
- one of the registered individuals in the housing unit;
- an individual who is not registered in the housing unit but actually resides there based on a rental agreement or a court decision;
- individual builders whose houses have not yet been put into operation, if they are charged for housing and utility services;
- an internally displaced person (IDP) who is not registered in the housing unit but actually resides in it without a rental agreement, which is confirmed by an IDP certificate.
It is important to note that payments to IDPs, assistance under the “Shelter” program, and other types of assistance from international organizations are not included in the average monthly total income when assigning a housing subsidy.
Documents for the assignment of subsidies for the heating season can be submitted during October–November to the Department of Social and Veteran Policy of the Rivne City Council at the following addresses:
- 16 Lypnia Street, 49/51;
- Prosviity Square, 2 (CNAП premises, workplace No. 20);
- Kvasyliv, Rivnenska Street, 1 (CNAП premises).
