Ukrainian President Volodymyr Zelensky has announced 20 points of a peace plan that is being discussed during negotiations in the USA.

At the same time, information about some compromise solutions, particularly regarding territories, is currently absent.
Main Points of the Peace Plan
Point 1
The sovereignty of Ukraine will be reaffirmed.
All signatories of the agreement commit to recognizing Ukraine as a sovereign state.
Point 2
The agreement is a comprehensive and unequivocal non-aggression pact between Russia and Ukraine. To ensure long-term peace, a monitoring mechanism will be established to oversee compliance with the agreement, including satellite and drone monitoring.
Point 3
Ukraine will receive reliable security guarantees.
Point 4
The number of the Armed Forces of Ukraine will remain at 800,000 during peacetime.
Point 5
The USA, NATO, and European signatory states will provide security guarantees to Ukraine.
- A. In the event of a Russian invasion of Ukraine, all global sanctions against Russia will be reinstated.
- B. If Ukraine opens fire on Russian territory without provocation, the security guarantees will be considered void.
- C. The USA will receive compensation for the security guarantees, which are currently under negotiation.
- D. Bilateral security guarantees are not excluded under this agreement.
Point 6
Russia will enshrine a non-aggression policy towards Europe and Ukraine in all necessary laws.
This initiative is part of a proposal from the USA, although Russia does not acknowledge its aggression against Ukraine.
Point 7
Ukraine will become a member of the European Union at a designated time.
Negotiations are currently ongoing regarding a specific date for accession.
Point 8
A global development package for Ukraine is planned.
- A. Investment in rapidly developing sectors, including technology and artificial intelligence.
- B. Joint investments in the modernization of Ukraine’s gas infrastructure.
- C. Reconstruction of war-affected areas.
Point 9
Creation of funds for the recovery of the Ukrainian economy.
The goal is to attract $800 billion to realize Ukraine’s potential.
Point 10
Ukraine will expedite the signing of a free trade agreement with the USA.
Point 11
Ukraine will remain a non-nuclear state.
Point 12
The Zaporizhzhia nuclear power plant will be jointly operated by three countries – Ukraine, the USA, and Russia.
Point 13
Both countries commit to implementing educational programs to promote understanding and tolerance.
Point 14
The most complex point concerns territories.
The line of troop deployment on the date of the agreement is recognized as the de facto line of confrontation.

The agreement will be legally binding.

Russia will not interfere with Ukraine’s use of the Dnipro River and the Black Sea.

Establishment of a humanitarian committee to address outstanding issues.

Ukraine must hold elections as soon as possible after the signing of the agreement.
