Agent of the Russian Federation to be tried for planning an attack on the Rivne Nuclear Power Plant

The Security Service of Ukraine has completed the pre-trial investigation against a Russian agent detained in Rivne region in May 2025.

According to the case materials, the suspect aimed to guide Russian kamikaze drones to high-voltage power lines connecting the Rivne Nuclear Power Plant with energy facilities in the Kyiv region.

The agent attempted to install a GPS tracker on one of the pylons of the main power lines to adjust the strike. Based on the received signal, it was planned to direct “Shahed” drones at the target to cut off power to the capital agglomeration.

The investigation revealed that the hostile agent is a former employee of the Rivne Nuclear Power Plant, who left the facility before the start of the full-scale war. In the spring of 2025, he received a cooperation offer from a representative of the Russian special services, who promised him money for carrying out the task.

After recruitment, the agent received instructions to execute the hostile plan. To discreetly approach the power line pylon and install the tracker, he previously scouted the locations of Ukrainian military personnel guarding the nuclear power plant.

Ultimately, he attempted to activate the tracking module but was detained by SBU counterintelligence. During the arrest, his mobile phone, which he used to communicate with the Russian handler, was confiscated.

Under the procedural guidance of the Rivne Regional Prosecutor’s Office, an indictment against the agent has been sent to court under Part 2 of Article 113 of the Criminal Code of Ukraine (diversion committed under martial law).

The perpetrator is currently in custody and faces life imprisonment with asset confiscation.
