Court in Rivne to Hear Case of Russian Agent Who Planned Explosion in Apartment Building

The Security Service of Ukraine has completed the pre-trial investigation regarding a Russian agent who was preparing an explosion in an apartment building in Rivne in July 2025.

According to the case materials, the suspect set up a homemade explosive device (HED) in a rented apartment in the city center under the direction of Russian special services.

After remotely activating the HED, the enemy hoped for a powerful explosion that would result in casualties and injuries among civilians, as well as contribute to panic in the region.

Employees of the SBU timely uncovered the terrorist’s plans and detained him during the apartment’s mining. The investigation revealed that the detainee was a resident of the Lviv region, who was recruited by Russia through a Telegram channel, offering “easy money.”

After recruitment, he arrived in Rivne, where he retrieved the prepared HED from a hideout and went to the previously rented residence that was planned to be blown up.

After placing the explosives on a shelf, the suspect set up a phone camera opposite to capture the detonation. After the explosion, the agent planned to initially “lie low” in another rented apartment in Rivne and then escape to Lviv.

Under the procedural guidance of the Rivne Regional Prosecutor’s Office, an indictment against this individual has been sent to court for committing crimes under:

  • Part 1 of Article 14, Part 5 of Article 27, Part 2 of Article 258 (aiding in the preparation of a terrorist act, committed by a group of individuals in conspiracy) of the Criminal Code of Ukraine;
  • Part 1 of Article 263 (illegal handling of explosive substances) of the Criminal Code of Ukraine.

According to the legislation, he faces up to 12 years of imprisonment with property confiscation. Comprehensive measures were conducted by SBU employees in the Rivne region under the procedural guidance of the regional prosecutor’s office.
