Yesterday in Rivne, on Kyivska Street, patrol officers stopped a Chevrolet vehicle that was driving without its headlights on during nighttime, violating traffic rules.

During the document check, police discovered that the 37-year-old driver had never obtained a driver’s license, yet had been driving a vehicle multiple times over the past year.
Furthermore, the man had restrictions on his right to operate vehicles according to a ruling from the enforcement service.
While interacting with the officers, the driver showed signs of drug intoxication but refused to undergo a medical examination. During a surface check of the vehicle, patrol officers found smoking devices with a substance resembling drugs.
Investigators were called to the scene to clarify all circumstances.
The patrol officers compiled administrative materials against the offender under several articles of the Code of Ukraine on Administrative Offenses (КУпАП):
- under part 3 of article 126 (Driver restricted from operating a vehicle);
- under part 5 of article 126 (Driving a vehicle by a person deprived of the right to drive);
- under part 2 of article 122 (Violation of rules for using external lighting devices);
- under part 1 of article 130 (Refusal to undergo an examination for drug intoxication).
The vehicle was taken to the impound lot.
