In order to expand educational opportunities for high school students, changes to the statutes are planned at two municipal educational institutions in Rivne region.

Specifically, the changes pertain to the Educational-Rehabilitation Center in the city of Rivne, which is a specialized institution of general secondary education for children with special educational needs, including complex intellectual disabilities, autism spectrum disorders, and Down syndrome.
Currently, the center provides education only at the primary school level — from grades 1 to 4. The institution has a preschool division, a boarding facility, and a rehabilitation department. Children enrolled in the preschool division can stay there until the age of seven (sometimes eight).
The center operates 13 primary school classes, where 96 children are educated, 74 of whom have disabilities. Among the students are not only children from Rivne region but also from Luhansk, Donetsk, Kherson, and Zaporizhzhia regions, some of whom are children of military personnel.
The institution is staffed with educators, a speech therapist, a special education teacher, and a practical psychologist, and it also has a room for psychological relaxation.
The proposed changes to the statute will allow the center to provide basic secondary education, meaning it will be able to teach students in grades 5–11.
Similar changes have also been supported for the municipal Educational-Rehabilitation Center in the village of Yasynychi, where children with special educational needs, including those with complex developmental disorders, are also educated. Currently, this institution has six primary school classes, where 31 students receive special educational and correctional-rehabilitation services.
