Psychiatrist from Rivne Fined for Selling a Fake Diagnosis

The Rivne District Court found psychiatrist Yegor H. guilty of bribery.

The accused demanded $1,000 from a conscript for establishing a fake diagnosis and issuing documents necessary for declaring unfit for service. For his actions, the doctor was fined 51,000 hryvnias.

According to the verdict announced on May 7, Yegor H. works at the Rivne Regional Center for Mental Health. As the investigation shows, in January 2026, he agreed to help a patient obtain a diagnosis and issue documents for $1,000, which are considered during the military medical commission and the determination of fitness for service during mobilization.

In particular, the doctor was to diagnose the man with “emotionally labile disorder of organic genesis with mnemonic decline” and provide medical certificates and a health status examination report.

The psychiatrist was arrested after receiving a bribe at the Klevan Regional Multidisciplinary Hospital named after Mykhailo Verveha.

The judge approved the plea agreement reached between the accused and the prosecutor. The doctor was found guilty under part 2 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence) and was fined 51,000 hryvnias. The verdict can be appealed in the appellate court.
