Rivne’s CNAP to Accept Applications for Mobilization Deferral Starting November 1

The Government of Ukraine has approved changes to Resolution No. 560, updating the procedure for submitting applications for mobilization deferral. The main goal of these innovations is to simplify the process, increase its transparency, and reduce corruption risks.

Starting November 1, 2025, applications for deferral can be submitted in two ways:

  • in person at the Administrative Services Center (CNAP) in the city of Rivne;
  • online through the mobile application “Reserve+”.

Territorial recruitment centers will no longer accept such applications.

  • Reception Schedule:

On November 1, applications will be accepted on a first-come, first-served basis without prior appointment. The CNAP has limited capacity, so after issuing the maximum number of appointment tickets, the acceptance of documents will be suspended.

  • Personal Application:

Only the citizen can submit the application for deferral in person. Representatives, relatives, or lawyers cannot submit documents on behalf of the conscript.

  • No Consultations:

The CNAP administrator does not provide consultations regarding the grounds or types of deferral. Their task is to accept the application and forward it to the territorial recruitment center. Therefore, before visiting, the applicant must clearly understand the grounds for submitting the application and have a complete set of documents in accordance with the requirements of Resolution No. 560.

  • Mandatory Conditions:

To submit an application, it is necessary to have a registered email address. Without it, document acceptance is not possible. If the application has already been submitted through “Reserve+”, there is no need to contact the CNAP again, as the previous application is under consideration.

  • Who Makes the Decision:

The CNAP only accepts documents and forwards them to the territorial recruitment center in electronic form. The decision to grant or deny the deferral is made exclusively by the TCC, not the CNAP administrator.

  • Review Period:

The estimated review period for the application is up to 7 working days. If the submitted documents require additional examination or verification, the review period may be extended to 15 working days. In the case of a positive decision, the information can be checked in the “Reserve+” application or clarified at the CNAP. In case of a denial, a notification will be sent to the applicant’s email address.

  • Restrictions on Categories of Persons:

The CNAP does not accept documents for deferral from conscripts who belong to the categories: employees of the SBU and other intelligence agencies, as well as individuals specified in paragraph 1 (reservation) and subparagraphs 16–23 of part 1 of Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization” (including civil servants, judges, diplomats, members of parliament, and others).
