Law enforcement officials have established that the criminal scheme was organized by a 69-year-old director of a construction company. He was joined by a 50-year-old owner of another firm and a 41-year-old official.

Both company leaders participated in tender draws, winning them. During the execution of orders, with the help of an accomplice, they forged documents, indicating inflated volumes of work performed or inflated prices for materials.
From December 2022 to December 2023, while executing four orders, the criminals caused financial damage to the budget of one of the city territorial communities in the region amounting to 1,273,657 hryvnias.
The funds obtained were spent by the three individuals for their own needs.
The 50-year-old and 41-year-old accomplices have been notified of their suspicions. The case against the 69-year-old organizer was closed due to his death.
The pre-trial investigation has been completed, and the materials of the criminal case have been submitted to the court.
