Rivne Residents Received Land for Tennis for One Year

The public organization “Tennis Novy Dvir” has leased a small plot of land on the shore of the Basivkutske Reservoir. This concerns 32 hundredths located on Ihor Sveshnikov Street. This issue sparked lively debates among the members of the Rivne City Council, who discussed the fate of this land. Some of them noted that part of the plot falls into an area for which the city council imposed a ban on granting permits for land development projects several years ago.

There was also concern from the elected officials regarding the existing “property” on this land plot — asphalt covering and a metal fence. This raised questions about the possible plans of the new tenants for this territory.

Mykola Blyashyn, Rivne City Council Member:

— The land plot is actually located in the protective coastal strip of the Basivkutske Reservoir and is subject to a moratorium. Why was the procedure not followed? This should be indicated in the title, published on the website. And we are currently leasing this plot. I propose not to support this decision because the property existed before the land plot was established. Moreover, this property is very questionable regarding its status as indicated in the register. Leasing means that a plot is put into use. Subsequently, this organization will take urban planning conditions, reconstruct, and build four floors there…

Serhiy Targoni, Head of the City Land Relations Department:

— The explanatory note states that part of the land plot is subject to the moratorium imposed by the city council’s decision, and this has been communicated to the deputies. The coastal strip does not fall under it. According to the submitted documents, there is a landscaping facility — a sports ground located there.

Oksana Maiboroda, Rivne City Council Member:

— Given the new circumstances and since the proposal to withdraw for further study was not supported, we request to grant the lease for only one year. If “Ostvytsi” is for one year, then let it be the same here.

As a result, the land for tennis was leased, but not for 49 years as the public organization wanted, but only for one year. Among the founders of the organization are three well-known residents of Rivne: Vitaliy Halaychuk, Volodymyr Zhezhuk, and Yuriy Bilyk.
