Events for the Protection of Early Blooming Plants Begin in Rivne Region

In the Rivne region, activities are starting to preserve rare red-listed plants.

With the arrival of spring, many people may notice the sale of picked plants on the streets and markets. This phenomenon causes serious harm to nature as it prevents plants from producing seeds.

Additionally, during the gathering, neighboring flowers are damaged, stems and buds are broken. Often, flowers are uprooted along with their bulbs, which can lead to the complete destruction of the plant.

The State Ecological Inspection has announced the start of a campaign to preserve early blooming plants, particularly those listed in the Red Book of Ukraine. The activities will involve police, state forest protection, the service for the protection of Ukraine’s natural reserve fund, as well as representatives from the media and the community during the winter-spring period of 2026.

Starting in early March, state inspectors will intensify their efforts to detect violations in the preservation of early blooming plants that are under protection.

According to parts one and two of Article 88-1 of the Code of Ukraine on Administrative Offenses, selling early blooming plants is subject to administrative liability.

Violations of the procedure for purchasing, selling, or distributing objects of the plant world may incur a fine ranging from 30 to 100 non-taxable minimum incomes of citizens (510-1700 UAH), with or without confiscation of the objects.

For actions related to objects located in areas of the natural reserve fund or protected by international treaties of Ukraine, a fine ranging from 100 to 215 non-taxable minimum incomes of citizens (1700-3655 UAH) is imposed, along with confiscation of the objects.

According to the Resolution of the Cabinet of Ministers of Ukraine dated November 7, 2012, No. 1030, compensation is provided for each picked plant from the Red Book of Ukraine. For example, for wild garlic (bear onion) – 62 UAH, for crocuses and snowdrops – from 49 to 62 UAH, depending on the species, and for liverwort – from 37 to 62 UAH.
