The Security Service of Ukraine has completed its pre-trial investigation and sent an indictment to court against a Russian agent who planned to carry out an explosion at one of the most popular hotels in Rivne in July 2025.

Thanks to the proactive actions of the counterintelligence of the Security Service, a bloody terrorist attack aimed at the civilian population was prevented.
According to the case materials, the suspect, under the direction of Russian special services, left a homemade explosive device (HED) in a hotel room.
To record the explosion, she set up a mini-camera in the room with remote access for the Russian occupiers. It was planned that they would remotely activate the explosives by calling a phone.
Counterintelligence agents of the Security Service caught the agent “in the act” as she attempted to flee the hotel. The explosives were also neutralized.
The investigation revealed that the 50-year-old local resident had been recruited by Russians through a dating site. After recruitment, she received the coordinates of hideouts, from which she retrieved the explosives and the key to a room that had been pre-booked under a false identity.
Additionally, the terrorist, following the instructions of a Russian intelligence officer, purchased materials for making another HED for future attacks at local markets. During searches of her residence, a phone containing evidence of activities in favor of the enemy and components for a second explosive device were seized.
Under the procedural guidance of the Rivne Regional Prosecutor’s Office, an indictment against this individual has been sent to court under Part 2 of Article 15 and Part 2 of Article 258 of the Criminal Code of Ukraine (completed attempt of a terrorist act committed by a group of persons in conspiracy).
She faces up to 12 years of imprisonment with confiscation of property.
