Important Initiative for IDPs: New Housing Program Opportunities from the Government

Starting September 10, an important initiative aimed at supporting internally displaced persons and residents of frontline areas has been launched in Ukraine. The “Servant of the People” party announced that the government has significantly expanded the opportunities of the “eOselya” mortgage program for these categories of Ukrainians.

According to the new conditions, the state will cover 70% of the down payment, compensate 70% of mortgage payments in the first year, and reimburse up to 40,000 hryvnias for notary and registration services.

These innovations apply to housing with a value not exceeding 2 million hryvnias, and it must meet certain age criteria: for IDPs in Kyiv and regional centers – no older than 10 years, in other settlements – no older than 20 years; for residents of frontline communities – up to 10 years in areas subject to shelling, and up to 3 years outside those areas.

“Housing is not a luxury, but a basic need for every person. All Ukrainian authorities – the President, the government, the parliament, the “Servant of the People” party, and regional authorities – are focused on helping our citizens and their families solve housing issues, primarily concerning our military, all those involved in defending the country, and all those whose homes have been damaged or lost due to the war. That is why the state, at the direction of President Volodymyr Zelensky, has launched effective programs: “eOselya” and “eVidnovlennya,” to which we have contributed significant efforts, and already over 35 billion hryvnias have been provided to Ukrainians as compensation for destroyed or damaged housing. Ukraine continues to rebuild… even in the toughest wartime. These programs are not just about square meters. They are about restoring confidence that every family will have their own home,” says the head of the “Servant of the People” party, Olena Shulyak.

As emphasized by the party, during the entire existence of the “eOselya” program, over 18,000 Ukrainian families have already benefited from it, more than half of whom are military personnel, security sector workers, and veterans.

We remind you that Olena Shulyak, along with her team, is actively working on a major housing reform aimed at replacing the outdated Housing Code of 1983, which does not meet modern requirements. The reform includes new approaches to providing housing, in particular, the introduction of modern financial and credit instruments, an updated model of housing construction cooperatives, as well as cooperation between the state and the private sector, including the establishment of an institute for affordable housing operators. The relevant draft law has already been approved in the first reading, and broad public consultations are currently underway to improve the document and finalize its approval in parliament.
